Shakes or Wobbles problem

When the brakes are applied, the front end shakes/shimmys. Van has been doing this for several months.
Nissan Quest Mini Van
New brake pads recently replaced. All four.
Have checked front end bearings.
Recently had a front end alignment.

I did rotate the tires to see if problem continued. The symtom continued but not as bad as it had been before the tire rotation.
