1994 Lincoln Mark VIII V8 Two Wheel Drive Automatic 278000 miles

I live in a northern climate with lots of snow and ice and my traction assistant buttton seems to be unresponsive. Is this an issue of A. Traction Control Issue B. Transmission Failure C. Other
