Engine Performance problem
1994 Ford Ranger 4 cyl Two Wheel Drive Manual 112000 miles

I'm looking at a 94 Ranger XLT 4-Cylinder manual xmisson. The guy selling it started it using starter fluid in the intake, the truck ran fine after that, I drove it and even stalled it a few times and it fired right back up. Got it back and it won't restart for more than 1-2 seconds. He said he's been driving it low on fuel lately so I don't know if the sludge from the fuel tank has fouled the fuel lines/pump/injectors or if the starter fluid has fouled the plugs or what. I don't want to get into a money pit. I can't imagine it's the fuel pump because it ran fine with no hesitation although it didn't have that much power accelerating from a dead stop. Any ideas?
