It sounds like there maybe a vacume line that is leaking or missing from the Servo. The servo is located under the battery or just off to one side or the other.

Fig. 1: Remove the hairpin retaining clip to detach the servo

REMOVAL & INSTALLATION
1. Disconnect the vacuum hose at the servo.
2. Unplug the electrical connector at the servo.
3. Remove the two nuts from the servo mounting bracket.
4. Pull the speed control cable away from the servo to expose the retaining clip. Remove the clip.
5. Pull the servo away from the mounting bracket.

TO INSTALL:
6. Block the throttle to full open (gas engines), pivot the bellcrank full rearward (diesel engine), and align the hole in the cable sleeve with the hole in the servo pin. Install the retaining clip.
7. Insert the servo studs through holes in the cable sleeve.
8. 1989-93 models: Install new push nuts on the servo studs, then insert the servo studs through the holes in the mounting bracket. Only one (1) stud mounts the reservoir.
9. Install the 2 attaching nuts and tighten to 50 inch lbs. (6 Nm).
10. Connect the vacuum hose to the servo.
11. Plug in the electrical connector.
