1994 Buick Roadmaster V8 Two Wheel Drive Automatic 70000 miles

The tailgate won't go down.

It will open to the side for passenger loading, but apparently there is an interlock of some sort, or a sensor, or a latch position detector that is telling it that it's not closed, and it won't allow it open in the tailgate down (like a pick-up) position.

I haven't got any money to give to a qualified pro to diagnose it and I can't figure it out.
