1994 Buick Regal Starting Problems

Engine Mechanical problem
1994 Buick Regal 6 cyl Two Wheel Drive Automatic 76000 miles

The car doesn't start 20% of the time. If it doesn't start on the first try it won't start again unless I wait about 15 minutes. I have never had the problem when the gas tank is full. The car runs fine once it is started.

So it turns over but wont start sometimes. Have a fuel pressure test done on it. Some of those older GM's had a "pulse dampener" on the fuel pump that when bad will by-pass pressure, unless the pump is completey submerged in fuel. If fuel pressure is the problem, the new pump should have a piece of injection hose to take the dampeners place.
