1993 Other GMC Models four wheel drive not functioning prope

Drive Train Axles Bearings problem
1993 Other GMC Models V8 Four Wheel Drive Automatic 198000 miles

when shifted to 4- high everything seems to be working fine, but when i go to 4 - low, the front wheels do not engage. I can hear the transfer case shifting, but no movement. I have had it up in the air to test this... any suggestions? Is it possible my actuator is bad again?
