Engine Performance problem

engine dies while driving, sometimes starts right up, but others it will not. I purchased a owners repair manual and found "main relay switch" a black box under the dash/steering column. But the manual is very vague. When it happened a few times and would not start I had it towed to a mechanic only to be told later that it started for them and I should bring it back when it wont start again...duh!! Another Honda owner suggested that I go to a salvage yard and get one off a junker, but I fear it will have the same problem.

I also have a "Wa Wa Wa" sound coming from the front end. like in the center. any suggestions?
