Engine Mechanical problem
1993 Chevy S-10 6 cyl Two Wheel Drive Automatic 85000 miles

I have a 1993 chevy S10 4.3 6cyl. The sticker under the hood says the timing should be "0".
Per instructions I disconnected the Tan wire under the dash to adjust the timing. When I set it to spec. the truck runs like crap (No Power) But if I Retard the Timing about 10 degrees it runs like a champ???
All Ignition parts and plugs have been replaced and I cannot find any Vac. Leaks.
This is making me Crazy trying to find a solution.
Please Point me in the right direction,

P.S. It will not Pass Calif. Smog with the timing set as is.
