When I step on the gas hard it bogs down and when I let off of the acclerator a little it acclerates. It also has trouble going up hill because of this.

First check/replace your fuel filter,you may have a fuel pump problem if the filter doesnt cure it.I am assuming your ignition system is good and your timing is correct.
Does this happen when the engine is cold and hot?
Does it ping and act like its starving for fuel?If it only happens after it has warmed up you may have a faulty MAP sensor.
my truck also has performance loss when I floor it. Does yours stutter badly because that is what mine does. And yes mine does this after it is warmed up. If I start it again it is good for a few seconds and then stutters again.
