1992 Volkswagen Golf new brakes.

Brakes problem
1992 Volkswagen Golf 4 cyl Front Wheel Drive Manual

have put new brake pads on my golf mk 3 but when ignition is turned on they are very spongy while its turned off they are perfect, could you please help me as i cant work out whats wrong!

have you bleed the brakes properly? level hasnt gotten to low when the brakes were bleed has it"?
