Electrical problem

when I try to start the car all the lights go dead, there is 12 to 13 volts available from the posts. But the ground post showed hot 6-8 volts. So I disconected my cables to the battery, and had it towed to the dealership here in sacramento. After they replaced the recalled ignition switch and other recalled similar part they told me the car still wont run, and to fix it the price for diagnostic was too much so I have towed it to my place till I can decide what to do, can you help?
