Air Conditioning problem

when my a/c is turned on and im driving when i slow down or come to a stop i get a whinning noise. when i turn off the a/c it doesnt make any whinning noise. plus i put a 3in body lift and im wondering if im overheating now when i run my a/c it runs up to 210 when sitting at a red light.
