Electrical problem

I have a lumina that when you go to turn the car over you have to sometimes hold the key for a few seconds before the car will turn over and also I can be driving down the road and the whole car power and everthing will go out! I have replace all the fuses and had the battery, starter tested and the tested ok. Also when I come to a stop the car surges!
