my car will start but will not turn over or catch what could this problem be my battery is fully charged and I have a new aftermarket starter on it?

I assume you are saying that you know the vehicle runs fine if you can get the starter to kick the engine over. I would start with the cables on the battery including the ground. Check all connections. Once you have that, I would look at the starter. Yes it is "new" to the vehicle, but I assume it is a rebuilt starter and they do come out of the box defective.
