My 91 Oldsmobile 88 Royale 3.8L won't start. I charged the battery for a long time and even tried using a different battery but it still doesn't turn over. The lights turn on but when i turn the key there is no noise or anything. The starter was just replaced this winter so I don't think that's the problem. What do you think is wrong?

Load test the battery this will tell you the condition of it-make sure all terminals are cleaned and properly tighten both end of cables-

Or do this -have helper hold key at start position and bang on the starter-if it kicks over -replace the starter-don't kick over -check the transaxle positon switch and ignition switch

BTW when you turn key to run-do you see all the lights that normally comes On?
