Electrical problem
1991 Dodge Dakota V8 Four Wheel Drive Automatic

Driving home from work the RPM's started racing and the needle indicator for the battery went down. Took the alternator off and had it checked. Took the truck to a mechanic and was told that if I put a jumper wire between positive side of battery and the alternator that then it would start charging, so we did. The truck run good for three weeks. Then it did the same thing again as explained above.
Took the alternator off again and had it checked. The alternator was good. Then i noticed a wire burnt into coming from the fuse block, so I jumped that wire again it charged. That same day it quit again. Can you help me figure out what the problem is? What would be my next step.
