Electrical problem

I have no dash because fuse #7 sparks. I have tried to take out light bulbs to see if that was the cause; its not. A couple weeks before this happened the lighter basically burned itself up. There is no fuse cover so I don't know everything that is on that circuit but I am willing to cut wires that may be grounded in order to have a dash again. But I need to know what wires to cut as well. Where is the wire for the lighter located because I think that has something to do with it?

Now I'm really confused because I just purchased the online manual and it states that #7 fuse is the Parking & Side Marker Lights, & License Lights. But all of mine are working. What doesnt work is the radio, interior lights, horn and dash.
