1989 Acura Legend car wont start

Engine problem
1989 Acura Legend 6 cyl Two Wheel Drive Manual 150000 miles

This car has recently had the timing belt and water pump replaced. after the work was done ,the car will not start. In the manual it sugguests to advance the cams 15 degrees. Does this sound right to you?

The valve and ignition timing could be off-try checking for spark and fuel then comeback
