my car shut down on freeway did not lose electical but starter would only spin ,replaced starter does same thing could it be flywheel looks ok, or timing belt

Is the starter cranking the engine over?

Or do you mean it cranks over and will not start or won't crank the engine over at all-which one make me understand am lil bit confused here.
