Subarus are interference motors, if you turn a cam far enough without the belt on you will bend valves and lose compression. If you tuned the crankshaft with the belt off you could have bent quite a few valves. If you have a dual overhead cam motor you need the special tool to index the cams after removing the pulleys. If you didnt have the special tool i assure you the pulley is on wrong and your out of time regardless of what the marks say.
