my car seems to smoke at stop lights i checked and there is no oil in my water or water in my oil. and after look i found what seems to be paper build up on the in side of my muffler

The possibility exists that the cylinder head gasket is beginning to delaminate and allow coolant into the combustion chamber(s)

the thing is im not loosing any fluids at all not oil or water

Has the car reached operating temperature when the smoke is present? How many minutes of operation are we talking about here?

sometimes it dont smoke at all no matter the temp and it sputters at times durning this but i pump the gas and theres no more problems the car runs great with lots of power just cant find out whats wrong
