all of a sudden the car wont turn over,could it be a starter relay or starter selonoid ,new battery. if so where are they located at on the motor

Let's start with the battery and the charging system. Do you have a voltmeter? Measure the battery voltage, a fully charged battery should read about 12.6 volts. How and when did this starting issue occur? Please give us more information to better assist you
