I ran into a problem figuring out how to change my steering column due to the fact that the bolts that hold the top of the unit are jammed up in the dash.Can I change the column without having to undo my whole dash?

The fracture bolts need to be removed. They are a pain in the *bad word*. You might be able to chisel them out or drill them. It is difficult to describe, but, you should not need to remove the dash cap
