Engine Performance problem

i'm in the middle of fixing some things on my subi GL (non turbo) and i am wondering where i should start to figure out why the engine is idling so high (almost 3 at a complete stop). the problem is inconsistent...some days it's fine, others it sounds like the car could take off. i've cleaned the carb. parts i could reach and put an internal cleaner in my fuel. didn't seem to make a difference. any suggestions? thanks very much for your time.
