Engine problem

When I try to start the XT, the fuel pump runs continuously and the ECS light remains on. The car spins over easily but does not start. The fuel pump and pressure regulator have been replaced. The engine is getting spark and will fire briefly if you give it a shot of starting fluid.
What might cause this non starting problem?
