1986 Ford F250 V8 Two Wheel Drive Automatic 70690 miles

The trunk has two tanks with one gauge. we replaced the tank switch thinking it was that and its not. when the switch is on the front tank the gauge reads full and sometimes 3/4 full then when on the rear tank it always reads empty. also we checked the ground wires. What could be the problem with this?
