Engine Mechanical problem

Car belonged t little old lady that barely drove the car. In 1996, she pulled into her garage, she said the car made a noise like a jet engine whoosh or something and then it stopped. She tried to start it, it would not start. That is all the lady told me.
I tried to start car, but engine is would not turn. I took off the starter and tried to turn with flywheel, but can't get it to turn. Took out plugs. Plugs did not show moisture or rust or indication of water in cyl. I squirted oil in cylinders. Will try to turn again later.
My question is does that engin have a timing belt that could break and cause the valves to bind against the cyls? Is there anything else to check as to why the engine is frozen? Engine has oil.
