1985 Ford Mustang fuel tank won't hold air pressure for smo

Engine Mechanical problem
1985 Ford Mustang V8 Two Wheel Drive Automatic 123000 miles
----------------------------------------------------------------
California has started a new smog test that requires the fuel tank to hold 35 psi of air for 10 minutes. Mine won't hold it. Have checked vapor lines and replaced gas cap. am going to drop fuel tank to check hoses at tank including gas inlet. Any suggestios on what to look for, or tricks to dropping the tank would be appreciatyed. Thank you
